After 9/11, mail of this type travels to Seattle to get scanned before being dispersed to local mail carriers. The Free Matter for the Blind and Physically Handicapped is classified as 1st Class. This mail does not travel to Seattle before going to local mail carriers. If you can only read books in large print or need audio books, you would qualify for Free Matter and could receive 1st Class mail. Please let us know about your specific needs.
