Cedar Mill Library is part of the Cedar Mill and Bethany Community Library Association, one of the largest non-profit library organizations in the U.S. Local residents founded the association in 1974, and the first library opened in 1976 with help from WCCLS.

Each of the 16 WCCLS libraries is individually governed by a city or non-profit organization. The Cedar Mill Library is a non-profit library that relies on volunteers and fundraising made possible in part by its thrift store, Second Edition Resale.
