The library was established in 1983 with space made available by Tualatin Hills Park and Recreation District. Garden Home Community Library joined WCCLS in 1996.
Each of the 16 WCCLS libraries is individually governed by a city or non-profit organization. Garden Home Community Library is a non-profit library that relies on fundraising and community support.
